Being that it is a low voltage system, and needs an outlet to plug into. I would simply explain to my client that it is an accessory being used for a specific application and I think they attempted to intall the system in an area out of the elements the best they could. If your client doesn't plan on using it. Simply unplug the device and problem solved. I also may mention that some municipalities prohibit the use of electric fencing in city limits.
