I bet it wasnt approved....cant be acceptable. Looks like you can see dirt/ dust on the filter. So, obviously no return air in house...

Paul,
It was approved, by the county. And now they are suing the company that designed the system, the builder is suing that is. They also have cellulose insulation on the concrete walls and it is falling off and is everywhere.
