What is the correct measurement between wood deck rails & the measurement for the gap between the rails & deck?

If by correct you mean maximum, 4"

It's less than 4" allowed per current code. The code just says a 4" sphere should not be allowed to pass through.

It's less than 4" allowed per current code. The code just says a 4" sphere should not be allowed to pass through.

From Brandon's pdf (photo 17), does the following apply to deck stairways as well?
"Open risers are permitted, provided that the opening between treads does not
permit the passage of a 4-inch diameter (102 mm) sphere."
Seems like this would be a problem for just about every deck with a stairway having 30" rise or more.
