1950 home. Black vapor barier, brown insulation.

What would you call this? Any concerns?

Is this crawl space? Was it required at time of construction. If it is crawl space, I would suggest to the client that in the future they may want to upgrade their underfloor insulation to provide for lower utility costs and home comfort.
