white powder under water meter lid

I don't normally lift the cover on the water meter, but the water was unexpectedly off, so while futzing around trying to figure things out, I lifted it. Didn't expect to find a pile of white powder. What do it mean?

Looks to possibly be sloppy excess parge coating from the basement walls that wasn't cleaned up? Was it powdery or solid?
