I'm assuming it's not required but.... turn of the century brick foundation walls had been stuccoed (could see lath) but no evidence of weep screed or base flashing. Given the brick as an exterior cladding to begin with, would one be required in this case?

The more important question is: Why did they use lath?
Stucco on masonry does not require lath, so ... why did they use lath, was there some masonry missing, cracks they wanted to span with the lath, of ... ???
Stucco on masonry does not require a weep screed.
