How is one to do repairs to their home when they are that close?

I see this a lot in the Bronx some with asphalt siding between. I don't know how some contractors are able to repair this when needed???

Years ago I was president of a condo board during a building wide plumbing replacement contract. The bathrooms had a plaster ceiling (maybe drywall, but I think it was plaster) that was slightly below the rest of the ceilings, so there was maybe a 10" gap gap above it. The ceiling had a square flush light in the middle of the ceiling, probably 10" or 12" square.

A plumber saved us a ton of money by figuring out how he could plumb the entire bathroom through the hole for the light. I have no idea how he did it, but there was no demo at all in any of the 112 bathrooms. (The new shower units fed from the ceiling and were mounted outside the tile).
