Usually the boilers around here are inside. I could not locate a manual for this unit, but I was curious if this PEX is a supply line for the system. Any ideas. Thanks

The ones I've seen weren't even connected to the water supply, since there was really no need for it. They ran a glycol/water mix through the system. I'm not sure what that red Pex is for. It's possible that it is connected to the water line as a way to refill the system? No sign of it anywhere else?
Were the control wires somewhere else? As in, not in the red pipe.

From the looks of it the pex is being used as a sleeve for a temp sensor wire. Also not sure I would want that relief valve blowing glycol all over my foundation.

That PEX or any PEX is not suitable for locations where it can be exposed by sunlight, you can see the deterioration starting. I agree with David that it is a sleeve for some type of wiring.
