In the photo, you see the drain outlet adjacent.

My heartburn is that there aren't any drain outlet on the outer edge of the metal window sill allowing the water to drain out. I guess the manufacturer thought it would just pond up then overflow.

Would you gues mention this in your report?

If you are talking about the little upturned lip at the extreme outer edge, hard to see here, I call for holes to be drilled. Been there, done that.

That little lip isn't that high, and I certainly would not call for holes to be drilled into or through it.

I was thinking of other windows mounted sideways which then needed drain holes added.

Drilling a window frame voids any warranty it may have had, so it is not the thing to do as a rule.
