The tub trap was too low for the drywall, so they left it open and put one of those spring loaded access covers on it. Pretty lame, but there was no other access for the tub plumbing, so I guess it serves some purpose.
Actually, as far as the inspection goes, you can see what other purpose it served.

Charred joists (and subfloor, not in pics).

That was the only evidence of a fire. If the tub trap hadn't been so low, they would have completely hidden the charring.

If no room for the tub drain, am I to believe the floor can support a tub?

Probably put in the PVC supply piping so that wouldn't happen again, self extinguishing.
Also, serious lack of primer.

I heard that in some areas they allow the use of clear primers. I was on a plumbing forum and someone mentioned it. Anybody know more about it?

Not unless the AHJ does not go by the code.


P3003.9.2 Solvent cementing. Joint surfaces shall be clean
and free from moisture. A purple primer that conforms to
ASTM F 656 shall be applied. Solvent cement not purple in
color and conforming to ASTM D 2564, CSA B137.3 or
CSA B181.2 shall be applied to all joint surfaces. The joint
shall be made while the cement is wet, and shall be in accordance
with ASTM D 2855. Solvent-cement joints shall be
permitted above or below ground.
