I believe that when modified roofing is installed it must terminate vertically at headwalls. Is this the same case for 90lb (rolled roofing)?

I guess nobody has an answer for you, Alex. I know I don't. :)

90 Lb roofing makes a poor roof on a residence, better just used for outbuildings and sheds. It takes a lot of nails and tar to make it work, and that will only be for a short time, IMO.

I would much prefer the Modified roofing as well, but just wanted to know if the manufactured specs for rolled roofing (90lb) were the same for Modified on the vertical termination. I can't seem to find it in any spec documents.

I believe a proper flashing is allowed for that purpose. Unless you install a sufficient cant at the base of the headwall the roofing material will break/crack/deteriorate at that stress point.
