That was a panel in Canada. The CEC allows sideways mounting. Their panels also have the separator between the service conductors and the branch circuits.

I was afraid of that ....soooooo good example what we don't allow in the USA.
Thanks for clearing that up. I was wondering if maybe that was the case as the non metallic cabling was not any that I was familiar with and the panel was a new one to me.
