When were weep screeds, two layers of felt, etc first recommended for stucco homes?

After speaking with a number of local stucco installers, I've discovered that stucco clad homes in Winnipeg are, to this day, built without weep screeds, stucco accessories, kick-out flashing, and with only one layer of paper / wrap.

I'm curious to know when (what year) these preventative measures became commonplace in your area.

As far as I can tell, a base screed was always in the standard, but there were several styles available, so it was just a steel thickness callout.

You will need to get documentation of when, or if, these were adopted in Canada. Sometimes they go their own way...:cool:
