What is the rule on whether doors open in or out ?

What is the rule on whether interior bathroom doors open in or out ? I am referring specifically to interior bathroom doors. I see some open inward and some open out. Is there are rule to this? (Must be). Can someone explain ?

Ada/handicapped requires Doors to Swing out. Other than that they may Be doing it to Meet clearances.
