Metal railing near panels. Is this allowed?
Yes, allowed.
No difference really than having panels or disconnects next to other metal things, such as a/c condenser units.

I agree a side clearance issue with the upper panel.
What clearance issues?
The 30" width is measured from either side, it does not need to be centered.
There is definitely more than 30" to the left when measured from the right side of the upper panel (which is more to the right than the lower panel).

Oh, the metallic, MC, conduits are a repair item !

I see what could be smurf tubing, which is not allowed outside like that, but those also could be (looks like to me) old metallic liquidtight conduits.
And there is an electrical cable to the bottom panel that is not in a conduit.
Looks like you are correct there.
There is a conduit contacting that handrail. A no no.

That tv cable should not be contacting the panel
