Yes, in an area that will not cause other problems. The secondary drain or pan should also drain (in a separate line) to the outdoors in a conspicuous locations unless it meets one of the exceptions like the cutoff switch that I think I see. If you have expansive soils, make sure the primary does not dump next to the foundation.

Is it allowed to have a primary drain line terminate at the exterior location?

The primary condensate drain line *should* terminate at the exterior.

I'd think the secondary drain line needs a cap. Right?

No, then it would not drain to the secondary drain pan. It does, however, need a drain line to the secondary drain pan, and a proper trap.

Of course, the primary drain line also needs a proper trap there too.

Jerry, that "should" drain to the exterior seems a little strong.
Maybe Should drain to the exterior or other approved place of disposal would be more correct.
Saying it should drain to the exterior infers it is wrong if it does not drain to the exterior.
You are right as rain on the other items refering to traps.

That drain line set up is not plumbed properly... and, yes. It should drain to the exterior.
