Ran across this list of changes from the 2006/2009 code cycles - I try to keep up, but some of this was still new to me:

Good stuff... the window sill height thing is interesting. Maybe it's because we can open our windows so infrequently because or Oregon's weather, but in the summer when we can, children fall out regularly. I'd say there're at least 2 stories a month of kids falling out of windows in the summer around here, many times being fatal.

This is something I've never written up as a defect but have always mentioned to people... particularly if they have kids. It's amazing how many people are surprised when you point it out. Houses are so safe these days that it lulls people into a false sense of security at times. It's hard to believe you can just open a big hole in the wall at knee level for your toddler to walk out of.
