What might cause this on a vacant, new construction condo that has MOST LIKELY not been properly heated or tempered. Bradford White 50 gal.

Looking at bottom it seem that there is a consistent discoloration almost like tank had been sitting in water. The copper pipe and the tank have the same coloring. Therefore was the condo flooded. Or possibly the assembly had been sitting/stored somewhere during construction that had been flooded.
Did you cross reference the manufacture date of heater with the condo completion. Could the heater have come from somewhere else and reinstalled in condo?

Look at the bottom of the TPR line, it has been sitting in water.

Seems like the most logical cause given the overall build quality of the unit and building in general. Arguably the worst new construction I've seen in years. I wouldn't be surprised that the builder got a deal on it. 2nd floor condo so flooding is a very long shot.

I can't see the tprv discharge in the pic. perhaps its my monitor resolution? Can't really see much at all. Seems to be missing a guard plate. :(2nd flr condo, Hmmm, where is the safe pan? Doesn't Chicago require? Don't see impervious flooring under so floor drain would be out...If suburb, Ill. Plumbing Code would, in lieu of floor drain IIRC. Anti-freeze when corrosion inhibitor is exhausted can do serious damage. Agree that appears to have been flooded.If missing the data plate/sticker that's already been credited/voided out.
