The joys of funky wiring, that panel looks like it may be a XO (Either SQ D or C-H) so it does predate the prohibition being in a closet, but since it lacks a front, it would need to be relocated & would be a good time to remove the non-compliant/unsafe closet light too.:D
How likely is this to be repaired/made safe? Panels being left open always spooks me.

It could be interesting if a tangle of wire coat hangers falls off the rail into the panel.

Kind of reminds me of one I saw last fall. If the bath wasn't enough to get you awake in the morning a good jolt may have been in order.

Chuck, It's so you can wash the breakers and keep them clean. Just give em a spray with the shower wand.
