Do there connections on the service drop need to be wrapped.

Compared to some of the junk we see, that looks like an OK drip loop to me. The owner of the property can ask for it to be checked.

They look like a plastic clamshell insulator. Are you concerned about the open end?

When you took the picture, could you reach them? In other words, are they adequately guarded? As to be normally unreachable? In other words, would the normal person, while cleaning gutters or doing normal maintanence be able to touch these wires?
Per NESC 164 A.
"Insulation
Ends and joints of insulated conductors, unless otherwise adequately guarded, shall have insulating covering equivalent to that of other portions of the conductor."
