I inspected a house today and this flue from the water heater was against the roof sheathing. I believe it needs a 1" clearance. Any help would be appreciated.

If that's single-wall pipe, which it looks like, it needs six inch clearance.

Assuming that's an attic, can't be single wall in any case.

I see dryer lint there, are you sure it's the water heater flue?

Good point Dom! I have also seen bathroom and kitchen vents exhaust like that.
Michael,
How about in a house that was built before double wall vents were made?

Thank you guys for all your advice. It is not dryer lint, it is blown insulation. Yes it is the water heater vent. I put in the report that it might be a single wall and that the clearance were not correct.
