Terminations

A capless water heater vent pipe adjacent to (and at the same level as) two chimney pipe terminations below an A-framed decorative shroud. How much is wrong here? (it seems like a bit).

Kinda like an open window. If the damper is open in the fireplace and the AC is on or the heat is on it can draw the exhaust from the water heatrer flue pipe back down into the home.

Rather diluted but still drawing it back into the home.
