Storm collar

Are storm collars required around these flue. Home built in 08, one of these is for a wood fireplace the other a gas fireplace.

Yes, a storm collar is need; that black goop is probably plastic roof cement and should not be there (think fire); and the surround enclosing those probably should not be there either as it is likely not a listed product.

Proper roof flashing and storm collar should be installed. The height of the flues are also suspect.
