Device attached to pipes

Does anyone know what this device is? It's connected to the hot water line just above the water heater (50 gallon) in a residential home. I noted a similar device at a different location on a cold water line. It says "International Magnetics Corp" in Las Vegas.

It's one of those scam-type, overpriced "water conditioner" magnets.
