So, if there is accessibility to the panel and lighting in front of the panel in a crawlspace (that you can stand in), are there any other reasons why a panel cannot be installed here?

Easy access is required with clearances 30" each side, 36" in front (some very by location) also standing headroom isn't crawl space

Cool, thanks. But, I did have to crawl through a typical screen cover ( like you see out in Northridge every day) under the house and then it opened up to a pretty large area.

I suppose you're correct technically...although I slipped in pretty easily at a buck fifty.:D

30" of working space in width total. Not 30" each side of panel

I expect there is a service disconnect on the outside of the structure, at the meter base?

Yea, its just a remote panel
