220 outlet in bedroom

This is a first. Single family home built in the early 90's. This was located in the basement bedroom. Now you can weld as your get ready for bed:)

Is there a window above or a wall space above grade which may have been later filled in.

Not uncommon for through the wall AC or a PTAC unit. (Not unlike what you might encounter in a motel room).

Cannot actually make out the NEMA style receptacle with side views.

It is actually for a vibrator as was mentioned earlier in this thread.

However this is a full bed and beyond model vibrator and it can only be used by folks with excellent heart conditions. :)
