New construction today - had a high efficiency gas water heater in a small closet. It power vented through the roof. There was only one vent for combustion air, up above the door.
There has to be a second vent down by the floor, right? The fact that the WH is power vented has no bearing on this requirement?

Right you are. If combustion air is not piped in the high/ low vents are required.
