strange panel

Could someone help me with this panel? It has two main breakers at the top, 60 amps each, with a wire coming off the breaker and soldered to the coper bar below. Each breaker being soldered to a seperate copper conductor to make the two 110. In another words, the panel is split horizontally instead of the triditional 110 ea side by side. Is this odd or what. It all looks good but I don't know if it is a problem or not.

That is called a split buss panel. The 6 breakers at the top act as the service disconnects.

I suspect that the 2 pole breakers in the middle area all belong at the top.

Split buss panels are generally set up so the large loads, like a dryer, range, AC, etc., are on one of the 6 main disconnects allowed - that would be in the top area of this panel.

This panel appears to be set up so that the large loads are on one of the main breakers for the general use/lighting loads buses and these breakers are usually limited to 15 and 20 AMP branch circuits

It's hard to tell as I don't know what the loads are, but having the "big" loads on the general use part of the panel wasn't the design intent. If this IS the case here I'd be somewhat surprised if there aren't breaker tripping issues
