I'm an inspector in training and I just did an inspection (for a friend) of a condo. I came across a small hatch door in the wall of the utility room (in the inspection unit). I think it may have been the water shut-off for the unit. I didn't have the special key to open the door, so I just left it. Is this a standard set-up for water shut-offs for condominiums? Do you usually check these out? Do you always carry these kind of special keys?
Thanks Bob

I can't think of a reason to lock an access to the main water shut off valve. The only key that I carry is for the fireplace gas valve.

Could be access for something serving another unit.

Even without the lock, that is inaccessible due to the shelving. If it was the water shutoff it should not be behind the shelving.
