Need help identifying item

[Tech 9 Home Inspections]

Inspected this cottage the other day. The house had recently been connected to the municipalities sewer system. This plastic hose comming out of the ground has a valve on the end. Could this be for a well? There is a old cistern kitty corner to it, that is no longer in use.
