Should a home inspector take the electric panel cover off, during the 4 point home inspection?

I would if I was doing one, how else could you see the condition of it?
If it was an FPE or a Zinsco panel I would not take the cover off of it.

There is a good reason Scott said he would not take the cover off an FPE or Zinsco panel - either one would be written up for replacement anyway, so why take the cover off and risk the things which might happen with those two (unlike other brands of panels).
