Pressure regulator?

Yesterday I ran across this fixture on the main water line entering home. Is it a pressure regulator? I have never seen it before.

I thought it had to be a pressure regulator, I just have not seen one like this one and in that location of the main line.

maybe go into a good plumbing shop with the pictures and ask them. looks like it has been painted over and that might prevent it from operating properly. if the paint seals it up and prevents it from releasing the excess pressure then it might be useless depending on how it works
