'Season' Compressor

Operated a 'Season' slim style compressor at a 3500sf home with one zone. Of the two fans at the compressor only one came on...every other one I've tested both of the fans responded, so is this some kind of 2-stage unit (or whatever one might call a such a thing) or are both fans supposed to come on?

Second fan is controlled by head pressure switch. What was the temperature outside?
Are all the units the same brand? Brand name, model?

Thanks for the response. The outside temperature was around 70-75 degrees and the unit I operated was identical to three others I've tested ('Season' brand, 6 ton, 3 years old, etc.) in the area and in similar weather conditions, home size, single zone, etc. Those other systems had both of their condenser fans operating. Under what conditions does the second fan come on?

Second fan kicks in to keep refrigerant 30degrees hotter than ambient (generally speaking)
Now, each manufacturer will set their fan to kick in sooner or later than that point, so if all other units had both fans running and all of them were under same load then most likely that second fan should be running. Use long screwdriver to see if its not seized.
Detail inspection is required. You would have to check subcooling to check if system isn't under-charged. If its mini-split system then all refigerant would have to be recovered and charged with new measured refrigerant (charged by weight)
