Can someone tell me what the code was for a house built in 2004 for railings around a porch. Is it the same as the 2006 which would be 30 inches?

You are referring to the 30 inch difference to the floor or grade below, not the height of the railing, correct?

If so, that 30 inch height codes w-a-y b-a-c-k before the ICC codes.
