Never seen splicing in a panel like this before. Any thoughts?

Those are good quality Polaris* connectors, so there should be no concern. However, if that 125 amp breaker was backfeeding the panel, it would need to be clamped or screwed into place.
In this case, with no other info, I am guessing that those larger conductors are feeding some remote location with 125 amps from that panel, looks OK to me.

* waterproof > submarine > famous sub > Polaris! :)

Does look like it could be, but do they make SO cord that large?

I've don't recall ever having seen SJ cord larger than 14/4, or SO cord larger than 6/4.

They make SO cord up to #2. I once made a 200 foot 50 amp extension cord with #4. Total price for cable and parts was $1200.00.
