I'm having trouble determining the origin of this wiring masterpiece. I'm thinking......
(a) - 1970's high school science fair project
(b) - prop leftover from the spy spoof series "Get Smart"

So, I guess it was powered up when you got there, cause I know the YOU did not switch it on. Did you?

It is a fused power supply for a workshop, probably radio and TV repair in the basement, long before 1970 would be my guess. He could kill power to the chassis by flipping a switch instead of pulling the plug every time.

Of course I did. I had to see what it did and what it controlled.
There was also a circuit breaker subpanel that was being used as the ON/OFF switches for general lighting in the basement. No actual switches. You had to flick the breakers to the ON position to turn the lights on.

"Duck & Cover" probably before your time. 50s DIY.Basement fall out shelter, set up to use (EGAD! cords with twin cap sets!) to power up via generator.Throw a little CD (civil defense) and HAM (amature radio) in for good measure, after the HoH (head of household) had tinkered with more than a few Popular Science mail order projects and a Heath Kit or two, and declared himself an engineer (with a purpose).Early 50s, with older pre-existing wiring. Maybe 60s to early 70s tweaking by a HAM with "Field Day" hobbiest tenor and frightful.Sheltering out a "goof" during the cold war, but not an all out blitz. We gave up on those intermediate fall-out shelters after the "Bay of Pigs"; A-bomb to H-bomb finally 'sunk in' that a shelter wouldn't make a hill of beans difference if there wasn't an atmosphere left.If an H-bomb went off philly was toast (prox to DC) so there was no point.Creative switchboard. Write the crap out of it.
