Electrical panel question

Inspected a house where they have done alterations to the house and added apts.
The main electrical panel has been altered and another electrical panel installed beside it.
The main electrical panel has 11-double pole, 240 volt breakers and 2 single pole, 120 volt breakers.
They have moved 18 single pole, 120 volt breakers to the other electrical beside the original main panel.
They did not move the neutral or ground wires which are still located in the original main panel and they spliced wires onto the existing hot wires and ran them to the breakers in the new electrical panel.
They also did not run a neutral wire to the new electrical panel.

I would like your thoughts on these panels!

640 X 480 pixels is a good size for pics. There is no doubt in my mind that an electrician needs to make repairs in those panels, even without seeing the pics. Have your client ask to see a permit for the electrical work. Good chance there is none.

Sorry Charlie, your pics didn't show up. None-the-less, it sounds like an automatic "refer to licensed electrician" situation, but then you probably know that and are looking for some personal insight into the mish-mash?

Have your clients call the Port Orange building department for an inspection - I'm guessing that the work was not permitted and the building department will be asking to see a lot more of what was done. I know I would want a big show and tell so I could see what was done without permits, and I am at Ponce Inlet, right next door to Port Orange - I doubt they will let something like that fly.

Are you wanting the code violations pointed out ? The panels have a few major ones. Needless to say you mentioned a few of the issues in your post ... :)

Pretty lousy design having one service disconnect for all the apartments......it's not going to be acceptable and compliant work.

This is one of those installations where "it works" but is full of possible safety hazards.

I'll be stopping by the hospitality suite, and to the membership meeting Sunday morning, but not the meeting itself.
