Ken,
They look like vinyl double hung replacement windows being used as if they were storm windows. The interior sashes are visible. A creative use of the windows. Probably not more in cost as compared to getting storm windows but offer better insulation. A low cost vinyl is better than a storm most any day.

Those are solid "L" brackets. So they are double hung single hung windows.
