Is a clip required at the joint between the boards in the fiber cement siding. Town home built in 97

I've not heard of a clip being required.

Nor have I but I was "informed" this may be the case.

The ends should fall on a stud and be nailed to the stud.
AFAIK no need for a clip.

That's some of the ugliest siding I've seen. What's the look they were going for, poorly planed wood?

If that's Hardie (I recall a "Colonial Roughsawn" product they had that looked like that) then no clip is required, joints should fall on studs (nails 3/8" from edge), and butt joints should be flashed or caulked (back in '97; today they only recommend flashing of butt joints).
