This small table/countertop was anchored to the column which is boardering the kitchen. SFH built in 1992, I mentioned a missing outlet. Is this a toss up or would you categorize this as a countertop as well.

Good question. The fact that it's permanent makes it a countertop IMO.

Bordering is your answer. Not in the kitchen. Obviously designed for a table and not a counter top.

I'd tell them if they want to put the toaster there, they should get a wireless. :D

looks like a table to me , not a counter top.
side note: would you consider that support column a wall or a column ? Looks like a column to me
The NEC states that counter top receptacles shall be installed at each wall countertop space that is 12" or wider
