This is vented under a deck attached to the home. It is a mechanical draft from a propane stove in the basement. My common sense tells me this is wrong, but I can't find anything to back it up with. Please help.

It is wrong, if for no other reason than the 45° down to the termination.

Agreed.
As is the Unlisted Installation of the Cap.
Gas Fired Equipment verses Cooking Appliance would be a Life Limb Safety Issue.
Cooking could cause some odor and exhaust problems.
Gas fired Equipment would be a concern for Life Issue.

It is a heating unit, it looks like an iron wood stove but has a gas log inside. It sounds like I have got my answer though. Thank you so much.

Good Morning Russell,
Turn the Gas Supply OFF and Tag it for Non Use until the Proper Venting is connected.

Do not turn it off, unless you're a licensed hvac tech.
