Batt insulation double-faced with radiant barrier in attic

In 13 years I seen this maybe 5 times at attic insulation where doubled faced batt has what appears to be a radiant barrier at the top. It contains no combustible warning but looks to be aluminized paper so it leaves me wondering if this is allowed.
