After reading the executive summary and its conclusion I still don't see any decisive recommendations. So the question remains: if we are operating within our SOPs do we call out all unbonded CSST or not?

I don't know your SOP, but it is prudent to defer to the manufacturer's installation instructions which requires bonding, as does 2411.1.1.

I've been letting people know they have it whether it is bonded or not ever since it hit the news. It doesn't even appear that bonding is viewed as a unilateral fix, just something that helps.
