Looks like water treatment to me and I agree w/ Gary. If I was on a public water supply, I would be wanting to get the flouride out and any other chemicals they use. Most water teatment businesses are not long on the plumbing side of the biz.

The "pipe bomb looking contraption" may be a scale eliminator.
I forget the product name "scale ban?", but they sell them in this neck of the woods for @$1,000 installed. Supposedly, they use a small amount of electricity to remove minerals. It's on my list of things to research.
