I also would report this. (better safe than sorry) I have seen this 3 times this year and have called it out each time as well.

By the strict letter of the code you might be correct. However; the waste pipe is non-conductive and not really obstructing access to the panel.

Yeah, it's a violation, but as Gary said, it's not doing any harm.
Besides, both are obviously original, so when the plumber created the violation none of the inspectors caught it or cared.

If it is called out typically buyers will think your word is gospel. What would you propose be done???

Nothing, just to be aware that at some point in the future if modifications are made to the pipe in the area of the panel a hazard would be present.

There will be always be a contractor who says' your Home Inspector should have caught that
I just let them know
