The basement window well PT wood discolored, Is it caused by excessive water & the chemicals from Foundation?

Could be, but all wood (even PT) exposed to the weather and sun will show discoloration.

The more exposed parts are faded grey by exposure to West Coast weather (rain). That is what I see. Nothing.

PT wood will still rot. It will just take longer.
