If I saw that at one of my inspections, it would be one of the rare occasions when I felt an obligation to identify a life threatening condition to a seller.

Absolutely. And I'd even consider shutting it off.

Back in the day, I was doing Weatherization work and was technically sub-contracted to the local gas company. I had a stack of Red Tags and would have been obligated to shut it off and tag it, even if it wasn't a Weatherization job.

The room is the vent. That is unless they are using Smart Smoke.

Are you sure that "water heater" isn't just a clothes dryer in disguise?
