Panel in an out building feed by a URD 4-wire cable.

2-Hot conductors, ie., L1 & L2, / 1 ground/netural conductor / 1 grounding conductor

correctly if I am wrong, but the ground rods grounding conductor is not
to be bonded to the ground/netural in this type of panel. But should
be bonding to the incoming grounding conductor.

Also found the panel bond, is still connected to the netural/ground buss bar. THANKS. p.s. there is a 100 amp. 2-pole main breaker disconnect
for the whole panel.

Yes the bonding screw or strap should be removed from the neutral bus.
Yes, the grounding conductor from the ground rod goes only to a terminal block on the panel box, as does the incoming ground.
All the circuit grounds go to a terminal strip mounted on the panel box, and only circuit neutrals go to the neutral bus.

If not installed correctly, it is amateur work and there may be other defects. Is the feed from the main breaker panel sized correctly for 100 amps?

John K. the panel in the out building is a 20 1" space QO SD panel.

The panel main breaker is rated 100 amps.

The URD cable is 4 - conductor, size #2

The house panel is QO SD 200 amps.

The breaker feeding the #2 URD is 2-pole, 90 amps.

The cable is feed thru conduit to the out building.

If this is AL cable, #2 to a outbuilding may not have 100A overcurrent protection see table 310.16, 310.15(B)(6) may not be used to size the conductors as it does not meet the criteria allowing the conductors to be undersized.

The URD cable feed thru conduit enter into the electrician box inside
the outbuilding, connect the panel main breaker disconnect.

Thank you kindly sir, I've not heard underground service laterals called that before. I guess those would then be USL? ;)

These are a triplex or quadplex cable assrmbly. They cannot be used inside as there is no overall flame retardant sheath.

What's strange is that I searched Google for URD and URD cable before I asked and did not get any links back.

After you said underground residential distribution cable I searched for underground distribution cable and came up with many links, then I searched URD cable and came up with other links.

I guess Google did not find any URD in the stuff like I normally search, but once I searched the full term, Google says 'Oh, yeah, I know what you are looking for now ... '. :) That's one of the bad things about search engines keeping track of what you search ... seems they hesitate to 'go deep' in their search when you have not 'gone deep' in that direction before ... but, once you have, it finds all kinds of good things.

Better late than never in the searches, I guess.
