The following was found at the basement ceiling. After probing the damage the area was hollow. My report will start of with possible....
I'm thinking termites.

Termites create mud tubes just like that. If you are not allowed to say 'termite' for sure, "wood-destroying insects which have created mud tubes" is what you've got there. :D
It looks like moisture has soaked into the ends of those joists, softening the wood, which makes it more inviting for insect invasion.
