Water pipe next to panel

Neighbor sold her home and was told she had to move a water pipe. She has a copper water pipe running vertical 5 inches to the side of her panel. Its doesn't run over the top of the panel, I don't understand the issue. Am I missing something ?

Unless it impinges on the 30" width requirement for the panel workspace it is not an NEC issue.

The panel has 30 inches on both sides so I didn't it was an issue.
